Healthy Habitats Coalition
A State by State Advocacy Effort
The NAWMA Board of Di-
rectors decided last year dur-
ing our Annual Conference,
to take an active role in pro-
moting and working with
Healthy Habitats Coalition.
As NAWMA members rec-
ognize, the harmful impact
of invasive species on Amer-
ica’s lands and waters is a
growing biological crisis.
Despite increased societal
awareness about the eco-
nomic and environmental
threats posed by invasive
species, natural resource
agencies lack the focus and
funding levels to meet the
invasive species challenge.
should align with on a fed-
eral and state level. HHC
core members developed a
Champion State Initiative
that took 7 months to de-
velop and refine while
working with governors,
their staff, and state natural
resource personnel. And
HHC has written a policy
resolution that can help
bring clearer focus to IS
issues on a regional basis.
they want is the solution.
HHC has formally sug-
gested four ASKs to Fed-
eral and state leaders under
the HHC banner called the
Champion State Initiative:
1. Federal agencies must
meet their obligation to
control new invasions and
reduce the spread of inva-
sive species populations in
every local or state office.
2. Federal leaders need to
pass 25 cents for every
federal acre to the state
agency to stimulate a re-
newed and cooperative IS
control effort.
3. States must bring their
weed laws into the highest
level of implementation to
provide the structure
needed to implement IS
plans and manage funding.
4. If funded, regional me-
dia will reach out to urban
areas to bring the issue
forward to the public, im-
pacting members of state
and federal legislative per-
sonnel.
How will HHC accomplish
these goals:
1. We have a new Direc-
tor, Tracee Bentley with
Peak Resources in Colo-
rado.
She brings a high degree
of federal and state advo-
cacy experience.
2. We will make visits to
state and federal legislators
on the Champion State
Initiative. HHC has al-
ready made its first
DC trip in February and
Is scheduled to meet in DC
again in April.
3. HHC is requesting Fed-
eral leadership to change
the effectiveness of on the
ground efforts to create
measurable results.
4. HHC is partnering with
new NGOs key to making
new progress to eliminate
"stove pipes" and competi-
tive obstacles.
5. We are developing ad-
vocacy based meetings for
states to create a critical
mass of effort on policy
change.
HHC is actively connecting
and building new partner-
ships directed at County
and state governments. The
result will be improved
relationships and poten-
tially funding and coopera-
tive efforts. Critical actions
include working and ex-
panding partnerships with
Governors and the respec-
tive Ag Departments,
County leaders, Conserva-
tion Districts, Fish and
Wildlife managers, NGOs
and alignment with indus-
try partners. At the end of
the day, we find that people
understand the education
and awareness issue. What
From its inception, HHC
has recognized that success
in invasive species manage-
ment will lie in the political
process. With this funda-
mental perspective, efforts
in 2009 saw a start up or-
ganization build competen-
cies around advocacy meth-
ods. Implementing a simple
ASK for policy makers is
actually quite complex.
HHC brought leading advo-
cacy experts into NIWAW
for training. HHC devel-
oped a new focus on who it
